Free Joseph Maria Sison !

We are stunned to know from the press that Joseph Maria Sison, Chairman of the International League for People’s Struggle (ILPS), was arrested in Utrecht of Netherlands on August 28, 2007 by the Dutch police. It is learnt that he has been arrested by the Dutch authorities under the fake charges that he ordered the murder of the three individuals in the Philippines that were categorically dismissed by the Phillipines High Court on July 11, 2007 because of the lack of evidence. It is learnt that his residence has been raided and his computers, CDs, DVDs and other personal belongings were also seized by the Dutch police.

We feel that this act of the Netherlands government is politically motivated and carried in order to appease the US backed puppet regime of Arroyo in the Philippines. It is an act executed by the Netherlands government in the insistence of US imperialism which is intervening in the Philippines to suppress the people’s revolution of the Philippines led by the Communist Party of Philippines (PCP) since over the last 35 years. But the US imperialist which is number one enemy of the revolutionary and oppressed people of the world and the puppet regime of the Philippines should know that the heroic people of the Philippines will definitely abolish their anti-people rule and such coward acts will not stop their march forward in capturing the state power. Our Party, the Communist Party of Nepal (Maoist) expresses its unremitting support to the people’s revolution of the Philippines led by the PCP.

We condemn this undemocratic act of the Dutch government of arresting leader of the Philippines revolution by violating all international norms of safe guarding the right of an individual. It is a shame for a country which claims that it is one of those countries of the world which gives lots of value to the democratic rights of the people and respects the human rights.

We appeal to the Dutch government for the immediate and unconditional release of the popular Filipino leader Joma Sison. We also make a solemn call for all the revolutionary organizations and the masses of the world to raise their voice that can pave the way for the safe release of Joma Sison.

Press statement

Today many innocent people were killed and dozens of others were injured by exploding serial bomb at different places in Kathmandu. Our party strongly condemns and criticizes this cowardly, criminal, and act against humanity. In whatever name or pretext this serious crime was perpetrated, it is not difficult to understand that regressive forces are behind it and the reason behind it is to obstruct the present peace process and democratic and republic campaign and to disrupt constituent assembly election. So, our party demands with the government to seriously investigate the incident and to make the findings public as well as to severely punish the elements that are involved in it. Our party expresses deep sorrow for those who have lost their life and expresses condolence to their family and those who were injured in the designed bomb blast in public places and public transport. Our party also demands with the government to arrange the free treatment of those injured in the incident.

Republic be declared immediately to ensure the Constituent Assembly Election!
Comprehensive round table conference be organized for proportional representation!

Respected masses,
Liberation seeking Nepalese people has been raising slogans for the end of feudal monarchy and election of the Constituent Assembly from about 60 years. During the great Peoples’ War under the leadership of CPN (Maoist) and joint mass movement of, tens of thousands of martyrs established this slogan in the National Political Agenda by sacrificing their life. On the basis of the bitter experience of the past when the feudal royalist elements repeatedly hatched conspiracy to not to allow the constituent assembly election to be held, CPN (Maoist) did hold till the last moment of the peace process that only after declaring republic the constituent assembly election should be held. However, due to the commitment of the parliamentary parties to hold the election within 14th June, 2007, CPN (Maoist) in spite of its serious doubt agreed to go to the Constituent Assembly election by keeping the monarchy in suspension. But, alas! The history again got repeated. According to the master plan of monarchy and its foreign abettors, they made such an environment in which election could not be held by spreading massacre, terror and anarchy in madhesh and other parts of the country. Therefore, CPN (Maoist) once again put forward and took stand for the demand of constituent assembly that can only be held after the abolition of monarchy and establishing republic and our party wrote the ‘note of decent’ regarding the postponement of the election to November 22, 2007. In the insistence of CPN (Maoist) only there was the second amendment of the constitution for abolishing the monarchy by the two third majority of the interim legislature. But, events after that are proving that the situation of anarchy, massacre and terror still exists as the pre Jestha (June 14th) scenario in Madesh and other places. Even after this monarchy and retrogressive elements are still active. In order to disrupt the constituent assembly election armed gangs are mushrooming every passing day. In this situation, there would be no greater lie, hypocrisy and insincerity than to say that constituent assembly election can be held by keeping the monarchy in place. Right now, the monarchy is the main obstacle to hold the election. Therefore, the environment for the constituent assembly election can be created only by completely abolishing monarchy from interim legislature and for this it is an inevitable necessity of today to carry on the struggle from all the fronts, the government, legislature and the street.

In addition to the conspiracy by national and international reactionary forces against the constituent assembly election objectively another important adverse reason for the conducive environment for constituent assembly election is the lack of guarantee of proportional representation of different oppressed indigenous - tribal, madeshi, women and oppressed caste people. During the peace process CPN (Maoist) had fought for the restructuring of the state in federal form, and proportional representation but especially due to the insistence of Nepali Congress and also due to the fear of the obstruction of the whole peace process we were compelled to be flexible for the agreement. However, the series of incidence after that and especially the incident of Madesh have conformed that without ensuring the proportional representation of all oppressed class, nationality, region, sex the constituent assembly election is not possible to be held and should not even be held. Because constituent assembly election is not a periodical parliamentary election but it is a body that makes the main law of the land for long term and if there can’t be the proportional representation of different sects of people in it, there is the possibility of emergence of conflict of serious nature. In this situation, by organizing a comprehensive round table conference of the representatives of all the agitating Madeshi, indigenous-tribal, oppressed, women, the civil society and the political parties etc a common consensus should be built up which is the another important basis to ensure the election of the constituent assembly. In stead of doing this, to go on taking initiative to negotiate with all the daily mushrooming outfits and wasting time and energy really means in substance only to endanger the constituent assembly election it self.

Another important reason for not having conducive environment for the constituent assembly election in the country is because all the provisions in the Comprehensive Peace Accord are not firmly and promptly implemented and no work was done to create the feeling of change in the life of people even after the 10 years of people’s war and 19 days of historical mass movement.
Especially not providing any relief to the martyrs of the people’s war and the mass movement, not having proper treatment to the wounded, not finding out the real situation of the disappeared, not managing the Peoples’ Liberation Army properly, not taking initiative to implement the fundamental rights of the people in education, health, employment, right for food according to the provision of the interim constitution, instead of running the interim government through consensus, running it like one party or multiparty system of the past etc, the situation is increasingly becoming repulsive rather than attractive for the people to go on for the election of constituent assembly. Apart from that different international reactionary forces are spreading unwanted activities and interference by taking advantage of this transitional period which has created a great danger for the national sovereignty and glory.

In the whole the country is facing a great crisis. If the existing wide spread situation of obstacle, confusion, doubt, anarchy is not confronted by the forward moving way then according to the historical law there is a great danger of the country again returning to regression and in a fierce conflict. If the country again returns to conflict that will be dreadfully fatal, destructive and might create the risk for the existence of the nation. So, all true patriotic, democratic, republican and leftist forces who favour peace, democracy, progression, it has become a necessity to carry on the struggle to create minimum atmosphere for the sake of ensuring the election of the constituent assembly and making the peace long lasting.

The 22-point prerequisite to ensure the election of the Constituent Assembly

1. The monarchy and monarchist elements have launched organized destructions and violence in different parts of the country conspiringly not to let the constituent assembly election to be held. So the abolition of the monarchy and the establishment of the republic should be immediately declared from the interim parliament. Prior to the declaration the parties including the Nepali Congress who have not yet formally decided anything about the republic must publicly clarify their position on monarchy.
2. As greed upon in the Comprehensive Peace Accord (CPA) the property of the late King Birendra and his family and the whole property possessed by King Gynandra in the capacity of being the king must be nationalized for which an effective step must be taken and there should be speedy implementation.
3. The Nepal Army kept at Narayanhiti palace until now for its security must immediately be taken away and a simple type of security arrangement has to be made to Gynendra and his family.
4. All the guilty persons indicated by Rayamajhi Commission must be persecuted as sternly as possible at the earliest even by promulgating retrospective law.
5. According to the spirit of the interim constitution Nepal Army must immediately democratized by constituting a security council. The integration between the Nepal Army and the Peoples Liberation Army has to be accelerated through a ‘special committee’.
6. A comprehensive round table conference has to be immediately organized to ensure the proportional representation of all classes, nationalities, regions, Madhesis, women, Dalit and all minority communities in the constituent assembly election.
7. The interim government must be run according to the principle of consensus and the common minimum programme, in stead of being run on the old way of single party and majority.
8. The local body has to be formed on the basis of agreement in order to ease and simplify the election of the constituent assembly election, to ensure the involvement of the mass of the people to the grass root level and to accelerate the developmental works.
9. The appointments of the ambassadors to different countries, university executives, Human Rights Commission, the chief commissioner of Commission for the investigation of the abuse of authority (CIAA) and its commissioners and the organization of the high level monitoring commission must be done by consensus.
10. All criminals responsible for the murders after the comprehensive Peace Accord including the criminals of Gaur Massacre must immediately be punished as sternly as possible and appropriate compensation must be given to the victimized families.
11. In course of the people’s war, the hostages confined in the jail cells on Nepal and India on false allegations must all be released together and all cases filed against the Maoist leaders and cadres must be cancelled.
12. The families of all martyrs, who sacrificed their lives in course of the people’s war, must immediately be supported as an immediate relief of at least hundred thousand rupees per person. All injured persons in course of the people’s war and people’s movement must get all treatment from the government.
13. A high level probe committee must immediately be formed for finding out the facts of all disappeared during the people’s war and for the recommendation of the legal action against those who are found guilty through the investigation.
14. An effective and special initiation must be taken on the government level for the correction of weakness and serious carelessness in the proper management of the cantonments of the People’s Liberation Army (PLA).
15. The decision of interim government about providing monthly three thousand rupees per person for the members of the PLA has not yet been implemented and thus it must be executed without any delay.
16. Education, health, employment and food sovereignty have been accepted as the fundamental rights of all people in the Comprehensive Peace Accord and in the interim constitution, so a legal and executive step must proceed for its practical application.
17. A high level land reform commission must immediately be formed in order to execute provisions of the comprehensive Peace Accord regarding for the “execution of scientific land reform program by appropriating the feudal land ownership.
18. The persons who made the unlimited earning of property through corruption by holding government post for personal benefit must be rigorously persecuted, based on the provision of the Comprehensive Peace Accord, for which the present constitutional and governmental sectors have proved to be quite incapable and incompetent, so a special body must be formed in order to proceed the actions against the corrupt ones.
19. A high level commission for the advanced restructuring of the state must be formed in order to proceed forward towards the federal structure of the nation with the rights of self-determination and the power of autonomy to the nationalities and regions.
20. The unwanted move of internal destructionist activities, inferences in the internal affairs by the various foreign reactionary powers within the country, must be stopped with rigorous actions and any treaties, negotiations and understandings of long term importance, including the water resources must not be done until the constituent assembly election is held. National independence, sovereignty and geographical integrity must be fully safeguarded.
21. The genuine demands of the peasants, laborers, students, public servants, dalits, women, indigenous tribes, nationalities, Madhesis, industrialists and businessmen and media workers and various other classes and masses who are in the movements must be fulfilled, and a conducive environment should be created for the involvement of all in the constituent assembly election.
22. The Comprehensive Peace Accord that is held between the Communist Party of Nepal (Maoist) and the government of Nepal must be fully implemented in practice immediately.

Programme of the struggle

We have declared a primary programme of the struggle as follows, in order to advance the struggle from all the three fronts: the government, the legislature and the streets and to create a nationwide surge of mass movement, if the prerequisite as mentioned above is not fulfilled.

From the mid-August to mid-September -- Propaganda, internal preparation and mass mobilization.
From mid-September on wards – Nationwide mass meetings, mass actions, programmes of the political strikes.
(Apart from this the mass organizations, nationality and regional fronts can declare separate programmes of struggle.)

We make a solemn call to all the justice loving, patriotic, republican and leftist political forces, all the mass and professional organizations, nationalities and regional fronts, activists of the civil societies, journalists and masses of the people to actively participate in all these programmes to pave the way for ensuring the election of the constituent assembly and lead the country to the path of peace, democratic republic and way forward.

Press Communiqué circulated to the Press Conference


Dear Journalists present here,
First of all, we heartily welcome the entire journalists and other masses present in this press conference organized to make public the important decisions adopted by the recently concluded Fifth Expanded Meeting of the central committee of our glorious party the CPN (Maoist) that has been playing a leading role in the campaign of building a new democratic republic of Nepal. We are immensely feeling glory and pleasure to have had this opportunity of publicizing here the summary of the historic fifth expanded meting decisions synthesized as 'great unity and great victory'.
1. The latest fifth expanded meeting of the central committee organized in the chain of expanded meetings that had had immense importance in the history of the CPN (Maoist) had been accomplished grandiosely from August 3 to August 8, 2007 in Balaju Industrial Area, Kathmandu.
a) The meeting was inaugurated amid applause by Chairman Comrade Prachanda by lighting a lamp at 4 PM on the third of August 2007 in the Martyrs Memorial Building. In the inaugural session that had begun by paying heartfelt homage to the great martyrs of the great people's war and the mass movement, various senior comrades and advisors of the party, shedding light on the importance of the expanded meeting, had presented meaningful statements.
b) Altogether there were 2,174 comrades comprised of the central committee members of the party to the secretariat members of the district committee, to the general branch secretary of the PLA, central office bearers of mass and frontal organizations and invited members. Of them, there were 1,672 comrades from 75 districts, 455 from 7 divisions of the PLA, 40 from India, 5 from Europe and 2 from Hong Kong. It was the biggest gathering so far in our party history.
c) There had been discussions in 42 groups over the political proposal presented by Chairman Comrade Prachanda all the day long of August 4 and morning session of August 5 while the group leaders started presenting their comments and suggestions from the day session of August 5 and it was carried on to the evening of August 6. Chairman Comrade Prachanda clarified all the day long of August 7 the spirit of the document and replied the questions arisen therefrom. The document was unanimously adopted in the very evening.
d) All the day long of August 8, there had been a concluding program in which 42 comrades presented opinion based on their feeling. Chairman Comrade Prachanda, saying that the historic fifth expanded meeting was a meeting of great unity and great victory, concluded at 5:30 evening of the very day. At the last, different sky-piercing slogans were chanted.
e) The PLA and the YCL had provided security to the meeting and the central command had made the whole logistical arrangement. Samana and Sen-Chyang family had presented various cultural programs in between.
2. The central question of the expanded meeting was the proposal "Unite to make a new ideological advance and a new revolutionary movement" presented by Chairman Comrade Prachanda. There had been very high and profound democratic discussions among the representatives divided in 42 groups over the proposal and important amendments were suggested. By incorporating the suggestions, the proposal was at the last adopted unanimously. The important aspects of the document are as follows.
a) There are three important sections in the document. Important ideological and political questions have been discussed in the first part. In the second part, the past movement and peace-negotiation has been reviewed. And in the third, light has been shed on the forthcoming tactic and the party plan.
b) In the context of discussing "Some fundamental theoretical questions" emphasis has been given upon the question of distinguishing the difference between the Marxist and opportunist outlook mainly on compromise, reform and revolution, and revolutionaries are instructed to remain resolute in MLM and Prachanda Path by way of struggling against right capitulationism, centrist vacillationism and 'left' adventurism. In the present backdrop of negotiations and peaceful development of revolution, the question in which the revolutionaries should specially prioritize ideological struggle is against the rightist tendency of "enjoying in the status quo, conceiving of compromise and reform as everything and refusing to propel the revolution forward" has been mentioned in the document. Likewise, it has been mentioned in the document that the struggle against the centrist opportunism that surfaces in different forms in which one always falls prey to vacillation between right and wrong, talks of revolution but practices right reformism and shows sense of disappointment, frustration and escape must not be undervalued. Also, the document has cautioned the revolutionaries to remain cautious towards the danger of 'left' phrase-mongering and adventurism that "Without having concrete analysis of the concrete situation subjectively opposes all kinds of compromises".
c) Discussing the strategy and tactic of revolution, it has been clarified in the document that the party, going ahead with flexible tactic and firm strategy of democratic revolution, has synthesized a slogan of all party conference, interim government and constituent assembly election as a political tactic while arriving at the historic second national conference accomplished in 2001 and the same with modification has been carried on till now from the Chunwang Meeting held in 2005. Likewise, in relation to tactical slogan of democratic republic, quoting the decision of Chunwang meeting the document says, "Party has regarded the democratic republic neither in the form of bourgeois parliamentarian republic nor in the form of the new democratic republic. With an extensive restructuring of the state power, this republic will play a role of transitional multiparty republic as to resolve the problems related to class, nation, region and sex."
d) Likewise, in the context of assessing peace-negotiations and the events following it, the CPN (Maoist), which had not incorporated itself in the old parliamentary main stream, but had, preserving the achievements of 10 years of people's war, participated in a transitional state of compromise to institutionalize through constituent assembly the new type of democratic republic but now it has been concluded that the major parliamentarian parties leading the government, going against the spirit of 12-point understanding, have destroyed the basis of unity with the CPN (Maoist). In particular, "Although it had been said that army would be confined at barracks and PLA at the cantonments as to make the interim state a neutral one as far as possible and all of the decisions to run the state would be taken up in consensus, the theoretical, political and moral basis for the CPN (Maoist) to stay in government is getting to an end because the state in the present transitional period has been tried to run as the state of feudal, bureaucrat and comprador bourgeois" has been the important conclusion of the resolution. So cautioning seriously the forces that lead the interim government the proposal says, "The CPN (Maoist) will have no alternative to go to movement by quitting the government, if it is not guaranteed to ensure running of the interim government in accordance with the spirit of the agreement, bring an end to terror and regressive feudal conspiracy taking place against the constituent assembly election by declaring republic, take up actions against the criminals involved in a series of killings in Madhesh, publicize the state of disappeared citizens, impartially distribute relief to the families of martyrs, push forward the process of scientific land reform according to the spirit of the interim constitution, take up effective steps to stop killings, conspiracies and terror against the CPN (Maoist) and treat the PLA respectfully".
e) Summing up that the party tactic from the 12-point understanding to the participation in the interim government was correct and politically advantageous; however, in the resolution serious self-criticism has also been made on behalf of the party for some mistakes and weaknesses committed in this course.
1) In the later part and mainly after the Gaur-massacre, there was a mistake on the way how should the party have made coordination between compromise and struggle. It was the main aspect of the party weakness.
2) While making compromises with the parliamentarian parties masses should have been informed of those agreements and mobilized along them as far as possible. Especially when party failed to inform the masses of the struggle that the party had kept up on the federal state system and proportional election till the last minute inside Baluwatar room, it provided opportunity for the reactionaries and opportunists to launch a campaign against the party by spreading confusion that Maoists left their agenda on Madhesh.
3) After joining the interim parliament and interim government, there have been some limitations on the way how should have we gone with preparation, plan and the spirit in struggles to carry out minimum possible tasks for the masses.
4) Likewise, there have been weaknesses on the questions like inner party communication, external propaganda, work in Madhesh, economic field etc.
f) In the resolution, decisions have been taken up to develop special policies and plans to repeatedly proletarianize, rectify and consolidate the party and develop new unity on the new basis in agreement with party's new line and complexities. Accordingly, the property of all the central committee members has been publicized to initiate party rectification from the central level and supervision from broad cadres and even the masses on it has been anticipated. Also, it has been decided to have extensive changes in the party's organizational structure and division of labor and launch a campaign to build organizations up to villages.
g) The expanded meeting has also adopted different resolutions over some important and timely issues. Like for example: resolution on Madhesh, resolution on propaganda and publication, resolution on mass organizations, resolution on national and regional fronts, resolution on revolutionary polarization and republican front, resolution on international communist movement, resolution on three weapons of revolution etc.
h) Naturally, the most important and an issue of people's concern has been the evaluation of present situation and in accordance with it party's forthcoming tactic and plan. The document has appraised today's political situation as "to have been manifested in the form of a very fluid and serious revolutionary crisis." In the same manner, it has been pointed out that a situation of triangular contradiction among feudal royalist forces, status quoist bourgeois parliamentarian forces and revolutionary democratic forces exists and all of them are trying to hold sway of their own. The fact that has been emphasized on is that the future of constituent assembly election depends upon the relative supremacy of these three forces and the revolutionary democratic forces should set up the sequence of their strategy and tactic in compliance with it. Pointing out that the country is now at the frontier of a big revolutionary possibility and an awful accident it has been mentioned in the document that revolutionary democratic forces, by appraising it correctly, should take up proper tactical steps. For that, party has emphasized on the need to create a broad mass movement by keeping up a strong unity with the republicans and left forces. For the reason that the domestic and foreign reactionary powers are not in favor of constituent assembly election but are conspiring to avoid it by laying the blame on the CPN (Maoist) and mobilize army in the name of law and order, the resolution concludes that the mass movement "Should be propelled forward as a serious initiative to build up suitable environment and prerequisites in favour of the forthcoming constituent assembly election". In order for this, it has been concluded that Roundtable Conference, Republic and Constituent Assembly should be made the main slogan of the movement. In addition, emphasizing on the need to continue with ceasefire and the peace process, it has been said in the document that "Taking into account of today's international and national situation that kind of movement can be and should be propelled forward by continuing with the ceasefire and the peace process".
3) The central committee meeting held after the conclusion of the expanded meeting has shaped three separate committees to organize roundtable conference among agitating different groups, political forces and representatives of the civil society, take initiative for unity among different left forces, and prepare party manifesto for the forthcoming constituent assembly election and the mass movement.
To prepare for roundtable conference and have talks with different sections, under the leadership of comrade Ram Bahadur Thapa (Badal) a committee made up of comrade Barshaman Pun (Ananta), comrade Matrika Yadav, comrade HisilaYami and comrade Lekhraj Bhatta has been constituted.
In order to have talks with different left forces, under the leadership of comrade Mohan Vaidya (Kiran) a committee made up of comrade Barshaman Pun (Ananta) and comrade Dinanath Sharma has been constituted.
In the same way, in order to prepare manifesto, a committee made up of comrade Dev Gurung, comrade Dinanath Sharma, comrade Matrika Yadav, comrade Hitman Shakya, comrade Pampha Bhusal, comrade Janardan Sharma (Prabhakar), comrade Gopal Kirati and comrade Khadka Bahadur Viswakarma under the convenorship of comrade Baburam Bhattarai has been built up.

We, the Nepalese, are now in a very sensitive and serious transitional juncture. At this time, revolution and counterrevolution, progress and regress are conflicting at close. The recently concluded fifth expanded meeting of the central committee of our glorious party has taken up a historic decision to prop up revolution and progress by institutionalizing republic and defeating counterrevolution and regress. Release Jose-Maria Sison!

The Committee of the Revolutionary Internationalist Movement learned with anger and outrage of the arrest in the Netherlands of Jose-Maria Sison by the Dutch authorities. Comrade Sison was the founding Chairman of the Communist Party of the Philippines in 1968 and has remained a life-long opponent of imperialism and reaction and leader of the Filipino people's struggles. It is for these reasons and no other that comrade Sison has been hounded by successive reactionary governments in the Philippines . US imperialism and the European Union have also tried to stick the "terrorist" label on comrade Sison, despite the fact that the struggle he has been associated with in the Philippines is widely known, even by the reactionary news media, to have the support of millions of Filipinos from all walks of life.

The arrest of comrade Sison is not only a major blow to the struggle of the Filipino people, it is also an attack on the thousands of revolutionaries and other political activists from around the world who have settled in Europe because of severe political persecution in their home countries. If the Dutch authorities succeed in bringing comrade Sison to trial, it will have ominous, more widespread implications.

The CoRIM, on behalf of the entire Revolutionary Internationalist Movement, calls upon all communist, revolutionary and progressive forces and individuals to raise their voices in protest to demand that the Dutch authorities release Jose-Maria Sison, drop all charges, and cease their political persecution of him.

The recent decisions of the Central Committee of the CPN (Maoist)

The series of central committee meetings in various phases have been held from 15th Shrawan to 30th Shrawan 2064 (from 31st July to 15th august 2007). The decisions taken by the expanded meeting of the Central Committee have been made public through the press conference. Now through this press release the decisions of the central committee meetings after the expanded meeting have been made public as follows:
1. A proposal on the new organizational structure presented by Chairman Com. Prachanda on the true spirit and feelings of the decisions of fifth expanded meeting of the central committee of the CPN (Maoist) has been unanimously passed with some essential amendments, elaborations and discussions.
2. All the previous central commands and regional organizational bureaus have been dissolved.
3. New central bureaus have been formed on the system of new formations which are as follows:.
Headed by Chairman Com. Prachanda the Central Military bureau has formed with Nanda Kishor Pun (Com. Pasang), Janardan Sharma (Com. Prabhakar) and Chandra Khanal (Com Baldev) and the charge of YCL too has been given to this bureau.

Headed by Ram Bahadur Thapa (Com Badal) The Central Organization Bureau has been formed which includes Chandra Prasad Gajurel (Com Gaurav), Posta Bahadur Bogati (com Diwakar), Netra Bikram Chand (Com Biplab), Top Bahadur Rayamajhi (Com. Anil) and Barsha Man Pun (Com Ananta). This bureau will also take charge of monitoring and finance departments.

Headed by Com. Baburam Bhattarai Central Front bureau has been formed with Krishna Bahadur Mahara, Com. Dev Gurung, Barsha Man Pun (Com Ananta), Com Dinanath Sharma, Pampha Bhushal (Com Bidyut), Com Lokendra Bista. This bureau will also take charge of regional fronts, fronts of sister organizations, People’s Council and the mobilization of people’s movements too.

Headed by Com Gaurav, an International bureau has been formed along with Indra Mohan Sigdel (Basanta) and Ram Karki (Partha)

Headed by Mohan Baidya (Com Kiran) Central publicity, publication and schooling bureau which includes Com Baburam Bhattaria, Narayan Sharma (Com Kamal Prasad), Janardan Sharma (Com. Prabhakar) and Kanchan Sharma.

In paying attention to the concepts and assumptions of restructuring the state according to the independence of nationalities with a view of keeping different geographical sections united, various state committees have been formed.
a. Seti Mahakali State Committee has been formed consisting of Dadeldhura, Baitadi, Bajhang, Bajura, Achham and Doti; and Kul Prasad KC (Com. Sonam) and Khagaraj Bhatta (Com Binod) will be the in charge and secretary consecutively in these districts.
b. The Tharuwan State Committee has been formed with the inclusion of Dang, Banke, Bardia, Kailali and Kanchanpur districts. Sakti Basnet (Com Suresh Singh) and Ram Charan Chaudhari have been the in charge and secretary consecutively in this committee.
c. Including the districts like Humla, Jumla, Kalikot, Dolpa, Jajarkot, Dailekh and Surkhet, the state committee as Bheri- Karnali has been formed headed by Khadga Bahadur Bishwokarma (Com Prakanda) The secretary of this state committee is Com Uddhav.
d. The Magarat State Committee has been formed in which the districts such as Rukum, Rolpa, Salyan, Pyuthan, Argakhanchi, Gulmi, Myagdi and Mustang have been included. The committee is headed by Hemanta Prakash Oli (Com. Sudarshan) and the secretary of this state committee is Santosh Budha Magar (Com Santosh)
e. Parbat of Dhaulagiri zone and all the districts of Gandaki zone are included to form the Tamuwan state committee. The in charge of this committee is Hitraj Pandey and Hari Adhikari (com Kumar) is the secretary.
f. Tambasaling State Committee has been formed with the inclusion of Chitwan, Makawanpur, Sindhuli, Ramechhap, Dolakha, Sindhupalchowk, Kavre, Rashuwa, Nuwakot, and Dhading districts. The in charge of this committee is Agni Sapkota (Com Kanchan) and Com. Hit Bahadur Tamang is the secretary.
g. Hitman Shakya (Com. Suman) in charge, Deputy incharge Hisila Yami (Com Rahul) and secretary Jhakku Prasad Subedi (Com Adhikar), The Newa State Committee has been formed within which the districts namely Kathmandu, Lalitpur and Bhaktapur have been included.
h. The Madesh State Committee has been formed headed by Posta Bahadur Bogati and the districts consisting of Mithila, Bhojpura and Abadh are there, like wise, the state committee has been divided into the following sub-committees:. Mithila sub-committee has been formed by including Saptari, Siraha, Dhanusha, Mahottari and Sarlahi districts. Com. Matrika Prasad Yadhav is the in charge of this committee and com Mahendra Paswan is the secretary.
Rautahat, Bara and Parsha districts make Bhojpura Sub committee. Hari Bhakta Kadel is the in charge of this sub committee and Prabhu Shah (Com Mukti) is the secretary.
i. Kirat State Committee has been formed consisting of Solu, Okhaldhunga, Udayapur, Khotang, Bhojpur and Shankhuwashabha districts. And, Gopal Kirati is the in charge of this committee and Dinesh Sharma (Com. Sagar) is the secretary.
j. Limbuwan state committee has been formed consisting of Taplegunj, Panchathar, Ilam, Tehrathum and Dhankuta districts. Ram Karki (Com. Parth) is the in charge of this committee and Angbuhang Limbu (Com. Prabhat) is the secretary.
k. Kochila State Committee has been formed consisting of Sunsari, Morang and Jhapa districts. Haribol Gajurel (Sital Kumar) is the in charge and Com Apar is the secretary.
4. A five member commission for recommendation and suggestion about restructuring of the state headed by Com. Dev Prasad Gurung has been formed in which Com Matrika Prasad Yadhav, Hitman Shakya (Com. Suman) Lekhraj Bhatta (Com Rakesh) and Com Gopal Kirati are the members to decide the scientific geographical boundaries and management of the above states. The committee shall submit its report to the Central Office (Head Quarter) in three months.
5. The party has decided to launch a movements in the planned way in order to execute the agreements and ensure the constituent assembly election for the declaration of the republic, proportional election system and other concerned issues.

Finally, Chairman Com Prachanda concluded the meeting focusing on the present extra ordinary political situation and expressed that we will be able to create a new history if the party, fronts and all of us move forward unitedly in the course of revolution.
